Executive Summary
The district plan under RSVY for North Cachar Hills District is prepared and formulated as per the guideline issued by the Planning Commission, Govt. of India.
Four lead sectors viz. (I) Agriculture including Horticulture, Marketing, Minor Irrigation and Animal Husbandry, (II) Surface Communication including Eco-Tourism, (III) Water Harvesting including Drinking water facilities, Handloom, Textile and Sericulture and (IV) Human Resource Development including Education and Welfare of Women and Children. These sectors shall cover all the provisions for infrastructure in development of production, roads, marketing, tourism, Water Harvesting, self generation etc. This will certainly bridge the critical gaps and elevate poverty and backwardness in the district.
The activities will be taken in all the major pockets located in Haflong, Jatinga, Maibang, Mahur, Harangajao and Diyangmukh. Special emphasis is given for replacement of Jhum Cultivation by permanent cultivation, and eco-tourism, since there is much scope for development of Tourism.
The background about the district and existing infrastructure, Socio-economic condition including banking facilities are shown in Chapter-I.
SWOT analysis was carried out as per the strength, weakness, opportunities and threat in the district.
The details of all schemes in various sectors were discussed in consultation with all development departments including Technical and NGOs. As per the discussion held in State Level and in spite of our invitation no personnel from NABARD come for discussion and consultation. Since there is no NABARD office in Haflong, we are depending on the office located at Silchar. However, due to urgency, the schemes were prepared in consultation with development departments and NGOs.
The land revenue system is N.C. Hills is quite different from plain district. As all the people are tribal and there is no land patta available with most of them to take bank loan on land mortgage. They also do not have asset to offer as security to bank for obtaining loan.
The RSVY scheme mainly focuses on generation of economic activities, on sustained manner with a view to overcoming constraints to development of the district. An attempt has been made to improve the quality of life and as such major thrust areas are identified as-
(a) Agriculture and allied activities.
(b) Surface Communication, eco-tourism and protection and preservation of extinct forest species.
(c) Water harvesting, water treatment and expansion of traditional handloom, handicraft and sericulture.
(d) Human resource development, children and women welfare.
Reason for selecting these schemes under RSVY:
All the tribal people in N.C.Hills district are mainly dependent on Agriculture, Animal Husbandry and other allied activities. Thousands of tourists also visit this only hill station in the state every year. Moreover ethnic dresses as well as handicrafts are popular in plain district. Hence these schemes have been selected for economic upliftment and employment generation of rural people.
Though most of the development departments are under the administrative control of N.C.Hills Autonomous Council, the district Administration have prepared these schemes in consultation with the Chief Executive Member and all heads of development departments of Autonomous Council and Council will be fully involved in execution. The local committee for better implementation may make slight alteration, modification of the schemes fulfilling to local condition arising from time to time.
Benchmark Survey, Monitoring and Concurrent evaluation will be carried out and reported periodically for approval of High Power Committee in the State Govt. as well as Planning Commission of Govt. of India.
As per direction of the Planning Commission photographs of all schemes will be maintained before, during and after completion of the works.
